Para contrarestar la problemática ambiental y socioeconómica de los recursos forestales en México,además de hacer más eficiente y competitivo su aprovechamiento, a partir de la década de 1980 se inicia la aplicación del Manejo Forestal Sustentable, filosofía que sigue vigente. Esta perspectiva involucra el manejo de los valores sociales a través de la interacción de cuatro sistemas: 1) el ambiental natural representado por los ecosistemas, la fauna silvestre y las poblaciones humanas; 2) el social de las actitudes humanas, comportamientos, valores, instituciones y tecnología; 3) el económico, enfocado a las actitudes y el comportamiento humano respecto a la asignación de la tierra, trabajo y capital; y 4) el político, que incluye a las políticas, leyes, tribunales e instituciones públicas.
En esta interacción e interdependencia, el sistema ambiental aislado o por si mismo, no origina, ni expresa el valor social de los recursos forestales, ya que se requiere de la interacción humana con el ambiente natural para originarlo, tanto desde una visión utilitarista (bienes y servicios con valor de mercado), como biocéntrica; es decir, de bienes y servicios que poseen valor, pero que en la actualidad no son transables comercialmente. Los valores ambientales son percibidos por los manejadores de recursos forestales y el resto de la sociedad a través de los sistemas económico, social y político.
