Luciano Vela Gálvez, el “Profesor Vela”, nació un 28 de agosto de 1930 en una localidad de pedanía denominada El Plateado, hoy El Plateado de Joaquín Amaro, Zacatecas, pueblo enclavado en la majestuosa sierra de Morones, cuyos asentamientos se remontan a los tiempos prehispánicos (Quanacatl = Plateado) y su primer ayuntamiento data de 1821.
La actividad profesional de Luciano Vela Gálvez se desarrolló en dos campos muy relacionados entre sí: la docencia y la investigación botánica y, como un complemento de ambos, el periodismo científico, además de su notable interés por la participación social.
